In bowl,add red chili flakes,lemon zest,lemon juice,sugar,hot sauce,sesame oil,black pepper powder,salt,tomato ketchup and mix.
Add prawns,mix well and marinate for 15-20 minutes.
Dissolve flour in water and set aside.
